The Breakdown
Devlin was one of the top ranked quarterbacks coming out of high school and landed at Penn State. For various reasons, Devlin never really got a shot to be “the” guy at Penn State and decided to transfer to Delaware. He has the physical tools and intangibles you look for in a quarterback, but is he polished enough to make the jump to the NFL? Devlin is looking to follow a similar path to Ravens quarterback Joe Flacco, who began his career at Pitt and transferred to Delaware when he was told that he wouldn’t have a legit shot to play until his senior season.
